INTRODUCTION

PT Bhimasena Power Indonesia (BPI) develops, constructs and operates Coal Fired Power Plant 2 x 1,000 MW in Batang Regency, Central Java Province (“CJ CFPP”) and become the first infrastructure project in Indonesia that is implemented in Public-Private Partnership (“PPP”) scheme.

To construct the largest coal-fired power plant in Southeast Asia and operate on a long period, living in harmony with surrounding community becomes most important. This mission translated into proven & reliable CSR program for the community.

Innovation & creativity to produce program break through, was needed to ensure CSR program immediate impact & sustainability. Therefore, the program focuses on Improving Community Health Quality through Local Institution Engagement which resulted on collaborative program with the community.

The project aims to improve local community quality of health and build a self-reliant community that economically empowered, intellectually capable and resourceful to address community health issue. Through commitment for living harmoniously with the community, the program is arranged and implemented by hand-in-hand / bottom up approach based on need, local socio culture condition, area prospect and supporting government program.

FRAMEWORK AND STRATEGY

Developing self-reliant community is the ultimate objective of BPI CSR program. Self-reliant community is developed through engaging & strengthening health based community institution by collaborative partnership program with government, private sector, civil society organization, community and village official.

By sharing resources, competence & responsibility of the program, for health based community institution, and providing resources for them, to be able to implement their program, eventually the community is able to manage and address community health issue.

Through synergy of programs, it is expected to strengthen close partnership and trust between BPI and local community so that the presence of CJ CFPP can support the improvement of community welfare.

Innovatively, BPI is implementing the program through below principles:
  • Identifying need, prospect & feasibility of program through multi stakeholder partnership and aligned with government program
  • Developing, nurturing & empowering local community organization that could be empowered their own society through local leader engagement
  • Supporting sustainable development through good program governance (transparent, accountable, well-documented and participatory-bottom up approach)

ACHIEVEMENT AND IMPACT

Through strong commitment & successful deliverable, BPI CSR program impact has been appreciated by community and BPI was immediately commenced to construction phase. The involvement of the local community institution on the program and collaborative partnership with various institutions has made the program impact and outreach become wider. In addition, greater community involvement and program partnership improves mutual trust from the community.

The proven impact of BPI CSR program implementation, has gained recognition by achieving a number of awards by various institutions, from local, national to international. Appreciation & awarding of BPI CSR health program by community and various institutions, have yielded higher trust & confidence for both BPI and surrounding community, to live harmoniously.

FUTURE DIRECTION

The shared lesson learned through this program implementation has provided strong evidence of the impact of BPI CSR health program approach to the community. Therefore, this approach is proved successful in sustainable manner that it could be a strong instrument to be adopted & replicated in many other CSR programs implementation.

Utilizing the same approach, local community institutions in other aspect such as education, environment, and economic development could be developed, strengthened & empowered. By providing resources to enable them to manage and address community issues and through program linkage and leverage, the network of synergized various local community institutions will be coherently building and empowering the community.
PT Bhimasena Power Indonesia (BPI) is a Special Purpose Company (SPC) to develop and operate Central Java Coal Fired Power Plant 2x1,000 MW in Batang District, Central Java Province, Indonesia which is owned by J-POWER (Japan), PT Adaro Power (Indonesia) and Itochu Co (Japan).
