As a member of the World Bank, he helped review the planning and implementation methodology of Saudi Arabia and assisted in a UNDP mission on the formulation of Saudi’s long-term economic strategy in 2004.

Shinji was a member in the international negotiations for developing the SDGs in the Rio 20 Preparatory Meeting, 2011 as an NGO member as well as a delegation from the Japanese government. For 14 years, he was working in the Institute of Political Science for Academia Sinica, which at the same time he was working for the Master Program of China Studies for National Tsing-Hua University. He then took on the role of President for Taiwan Foundation for Democracy and effective July 2018, he became the Deputy Minister of Foreign Affairs of Taiwan.

Mayor Hou graduated from the Graduate School of Crime Prevention and Corrections, Central Police University and he began his law enforcement career ever since. He went on to become the commissioner of Taoyuan County Police Department, and consecutively the commissioner for Criminal Investigation Bureau, National Police Agency in the Ministry of the Interior which he subsequently became the Director-general. At the same time, he is the Principal for the Central Police University and is appointed as the Deputy Mayor for New Taipei City soon after.
