Micro Hydro Power Plant Based on Community Empowerment: Kampung Setrum

INTRODUCTION

Electricity is a basic necessity for communities in order to fulfill household and economic needs. Some villages do not have access to electricity and some villages has several potential such as coffee plantations, swift-flowing river and people upholding the value of mutual cooperation. The Company is dedicated to support Indonesia and to boost national economic development by providing high quality, reliable and eco-friendly electric power. The programme aims to provide affordable and environmental sustainabilityoriented renewable electricity and provide economic value to the community.

FRAMEWORK AND STRATEGY

The programme was initiated by the spirit of an Andungbiru public figure, Moh Rasid, who had run Lang-Baling (waterwheel) as a small-scale power plant. By cooperating with Mr. Rasid and his group called Tirta Pijar, the Company built a micro-hydro power plant as an environmental friendly and affordable source of energy for the community. The method of electricity bill payment is quite unique, people can pay electricity bills using agricultural or livestock products. In addition, the Company provides assistance and training to run the power plant by prioritising occupational health and safety. To continue to maintain electricity production, the water flow must be maintained. An initiative to plant 3000 tree seedlings along the river edge. The tree seedlings planted were fruit trees, it is expected that the community continues to maintain the trees and obtain yield of fruit trees. As a subsidiary that is required to support the holding programme, PJB through CSR facilitates the potentials in the community to support an increase in the electrification ratio by utilising renewable energy. In addition, the electricity produced is low-price and environmentally friendly.

ACHIEVEMENT AND IMPACT

This programme is able to encourage the community to better preserve the environment. Electricity beneficiaries seek to maintain electricity supply and one of the efforts is to stop illegal logging activities. As a result, flash flood hit Andungbiru village which washed away houses, damaged educational facilities, cut off electrity and transportation access. The first thing was to restore power supply. The Tirta Pijar grouped together with the community to improve river flow in order to build and run the micro hydro power plant. After the disaster, the community began planting trees along the river and built micro-hydro power plant.

FUTURE DIRECTION

The community-based Micro Hydro Power Plant, Kampung Setrum programme, is expected to inspire other disadvantaged villages without electricity access. One of the Company’s efforts is to prepare a key figure in the success of Kampung Setrum programme, Mr. Rasid, to be a trainer of PLTMH. To this day, he has supervised and assisted 3 groups, namely PLTMH Segaran, PLTMH Duren and PLTMH Kalianan. Innovation is absolutely necessary for the programme to be sustainable. The objective of the Company’s CSR programme is to provide benefits for the surrounding community and assists them towards an independent community. If the group is able to innovate and has a sustainable infrastructure, then this is an indicator that the programme has reached its exit point, where a company must leave the programme to be independent. Kampung Setrum programme will reach an exit point by the end of 2020.
