An independent Social Return on Investment (SROI) analysis has been conducted in 2016 to evaluate the program’s first 2 years operation from 2014 – 2015 with the score of 1.34 . The analysis also forecasted at least 1.2 for the following years until 2019 with lots of ideas to enhance the program to reach its best.

INTRODUCTION

LKC is a health program for the underprivileged by Thailand’s state-owned energy company PTTEP, partnering with Yayasan Dompet Dhuafa (DD) a reputable national NGO who has exceptional experience in providing access to free health care services for the poor and underserved community, located in Rorotan, Cilincing, North Jakarta Indonesia. The program has started since 2014. From the roadmap planned, almost all of the program utilities have been completed since 2015, in the second year of operation of the LKC. This means that by 2015 there are already laboratory facilities, pharmacy, general practitioner, specialist in internal medicine and tuberculosis, nutritionist, and midwife.

FRAMEWORK AND STRATEGY

What’s interesting from this partnership is that the services are not just to provide curative health care for free-which is indispensable to the local community, shown by the enthusiasm of the community that always exceeds expectations in every activity-but also a variety of other things that can clearly improve the health status the whole community. Of course, for those who are sick, the presence of a relatively complete health facility has made ease of extraordinary access, reduced healthcare costs, and increased health awareness.

ACHIEVEMENT AND IMPACT

Puskesmas (government-mandated community health clinics) in Rorotan which was very overwhelmed to serve the patient then became relieved by the presence of LKC. The cost of health that was borne alone by the puskesmas also decreased because some patients were served by LKC. In fact, DD as LKC manager admits there are many lessons to be taken to improve the standard of service they can provide to beneficiaries. This is because PTTEP support is not half-way. This showed by the involvement of all PTTEP’s employee & management during LKC mobile outreach activities within the area.

Since the program officially inaugurated by Ministry of Health in 2015, various stakeholder from government of Indonesia has actively engaged in many activities held, curative and promotive events. They are Ministry of Transportation, SKKMIGAS & DIRJEN MIGAS (Oil & gas regulator), Mayor of North Jakarta, National Narcotics Body (BNN / Badan Narkotika Nasional), and Head of Indonesia People’s Consultative Assembly.

Since its commencement in 2014 until end of 2017, the program has served approximately 218,545 beneficiaries within the targeted area which consist of 97,720 (45%) on curative services and 120,825 (55%) on promotive services.

An independent Social Return on Investment (SROI) analysis has been conducted in 2016 to evaluate the program’s first 2 years operation from 2014 – 2015 with the score of 1.34. The analysis also forecasted at least 1.2 for the following years until 2019 with lots of ideas to enhance the program to reach its best. A phase 2 of SROI analysis will be conducted in early 2018 to review the actual score from recent years and recommendation more sustainable inputs.

FUTURE DIRECTION

Obviously, there are many financial resources should be applied as ways to transform LKC to its sustainability, once the collaboration with PTTEP reach end of agreement. They are, join with the BPJS (state health program) and providing paid health care for those who can afford it, create fund raising events as part of community involvement in helping others. Even more, LKC was designed, from the start, that all facilities provided in the program aimed to also accommodate those who can pay, so that LKC financial independence can be succeeded.

Not many organizations provide health services that can combine free and paid services optimally. Free health care is usually pickup, and good service is usually expensive. But LKC Rorotan is in a situation that allows optimal balance, if in the next few years can ensure the transformation into a good social health business.
