Ambassador-at-Large Dr. Eugene Chien is a distinguished Taiwanese scholar and diplomat. He earned his B.Sc in mechanical engineering from the National Taiwan University and a Ph.D. in aeronautics and astronautics from New York University.
Dr. Chien has had a multifaceted career, spanning academia, government, and diplomacy. He served as a professor and dean of the College of Engineering at Tamkang University and later as a legislator. In government, he held key roles such as the first Minister of the Environmental Protection Administration, Minister of Transportation and Communications, Representative of the Taipei Representative Office in the UK, and later, as the Minister of Foreign Affairs.
After retiring from civil service, Dr. Chien founded the Taiwan Institute for Sustainable Energy (TAISE) in 2007. The institute aims to raise public awareness on climate change through forums, awards, professional trainings, and expos. Over the years, TAISE has arranged more than 2,000 activities, engaging with over 300,000 participants from over 73 countries around the world.
